Former Melrose Place cougar Heather Locklear picked the wrong place for a meltdown this weekend.

The small-screen star was arrested around 5 p.m. Saturday after California Highway Patrol officers found her parked car blocking traffic in Montecito, Calif., a tony enclave near Santa Barbara.

According to the incident report, a "concerned citizen" called police after witnessing Locklear, 47, "driving forwards and backwards over a pair of sunglasses and revving her engine" in a parking lot.

The witness then came upon Locklear again on the road.

"The citizen became concerned when Ms. Locklear exited her vehicle and stumbled into the traffic lane...the citizen called 911 and reported the entire incident to CHP Ventura Dispatch."

When officers arrived Locklear appeared disoriented, per the report, and after giving her a sobriety test they determined she was suffering the side effects of a booze binge.

"Although obvious impairment was exhibited during the tests, alcohol was ruled out as a factor," the CHP said in a statement. Locklear was arrested for suspicion of driving under the influence and taken to the Santa Barbara CHP office.

"She was evaluated by a drug recognition expert, who concluded Ms. Locklear was under the influence of a controlled substance, and could not safely operate a motor vehicle," CHP said in a statement.

Locklear's publicist declined to comment on the arrest.

The former Spin City fixture was booked at the Santa Barbara County Jail. She was released at 11 p.m. Saturday on $5,000 bail.

In June, Locklear checked into a rehab center in Arizona for anxiety and depression. She returned home after one month at the Sierra Tucson treatment facilty

Despite what you may have read elsewhere, there were no weird doings during the Heather Locklear bust this weekend. So says the California Highway Patrol.

Earlier today, TMZ insinuated that the arresting officer was taking snapshots for his private collection based on photographs of the incident.

“It’s strictly for evidence," CHP spokesman Lt. Dane Lobb tells E! News. "The officer was using his video camera to document the field sobriety test.”

In the TMZ photos, the officer is seen wielding a cell phone—not part of the agency-issued gear—and taking pictures as Locklear is being handcuffed behind a patrol car.

But Lobb says the pictures and video were taken on that phone only because the officer’s regular camera was not working.

“He used the next best thing. There’s no celebrity or amount of money that we would give up our career to sell a picture,” says Lobb.

Lobb says all the evidence will go straight to the district attorney’s office and be erased from the officer’s phone. “It’s a matter of routine. One thing we’re always concerned about is people accusing officers of brutality. We have to cover our bases."

Another use for the photographs is to determine a person’s condition at the time of arrest. “We look at how they are dressed. Are their pants unzipped? Is their hair disheveled?”

Locklear, 47, was booked for suspicion of driving under the influence of a controlled substance. She is free on $5,000 bail and has yet to comment on the Saturday incident.

Lobb, meanwhile, also took a potshot at TMZ for even suggesting the officers did anything improper: “It’s not appropriate. It’s beneath us. We’re just doing our job.”

According to TMZ, she was seen having lunch with Jack Wagner today.

There's also reports that the woman that called it all in had previously worked at US Weekly and wrote down addresses of celebs before getting canned. Allegedly, she was stalking Heather down and waited until she went inside a store before finally calling cops....and then paparazzi immediately after she hung up the phone.

I saw that too about the woman.

I also saw somewhere that Heather and Jack were ring shopping. Don't really know if its true or not.
